research into chronic itch

am asking on behalf of my 95-year-old dad

my dad sleeps all day because he can't sleep at night, waking up
itching all over. kinda tingling, but no burning coming with
scratching, body not sore from scratching, itching sensation not worse
when it's hot, skin never hot & sweaty.
he's seen innumerable dermatologists (including ucla) and also
neurologists, as some say it's neurological.
nobody has any real diagnosis with any prognosis much less
prescription.

any suggestions as to further research if not
relief -- ?

Have they tried light therapy? This can sometimes help immensely.
